VoteSecure: First Open-Source SDK for Mobile Voting

The Mobile Voting Foundation and Free & Fair have launched VoteSecure, the first open-source software development kit (SDK) designed specifically to support secure, transparent, and fully verifiable mobile voting. The SDK is now publicly available on GitHub, giving election-technology providers and researchers an opportunity to examine, adapt, and integrate high-assurance voting tools into their own systems.

What VoteSecure Enables

VoteSecure provides end-to-end verifiability, allowing voters to confirm that their ballots were cast as intended, recorded as cast, and counted as recorded. Each voter receives a unique tracking code to follow their ballot through the process. The system also supports independent auditing and incorporates multi-factor and biometric identity verification for added protection.

Votes are processed on air-gapped, offline hardware, significantly reducing exposure to cyberattacks. After submission, each ballot is printed as a physical record and counted alongside traditional mail-in ballots.

Built on Rigorous Security Standards

The SDK is developed using Rigorous Digital Engineering (RDE) practices, including formal system specifications, comprehensive threat modeling, and advanced cryptographic techniques such as mixnets, threshold cryptography, and zero-knowledge proofs. This approach ensures a level of transparency and assurance designed to meet the highest standards for election technology.

Early Adoption by Election Vendors

Two election-technology companies, Sequent and Democracy Live have committed to begin integrating VoteSecure into their platforms in 2026. The SDK and technical documentation were developed by Free & Fair’s engineering team, led by Dr. Joe Kiniry and Dr. Daniel Zimmerman.
